The Project Manager III directs all FDA EPLC phases, from inception through completion. This position provides support to produce systems and business applications software that integrates hardware, software, data, communication and technologies into a consolidated, reliable, master inventory of products, components and ingredients with custom views to government agency-related firms, facilities and stakeholders.

ESSENTIAL REQUIREMENTS  

  • Project Management Professional (PMP) – Preferred.

  • Ability to obtain Federal Government Clearance (Public Trust).

  • Must be able to obtain a Public Trust Clearance.

  • Must be able to regularly commute to White Oak Maryland, as needed.

  • Must be able to, rarely, commute within the Washington DC metro area, as needed.

  • Must have excellent communication (verbal, presentation, and written) and organizational skills. Excellent skills developing approaches to meet client needs/demands while staying within project budget guidelines.

  • Excellent follow-up and time management skills.  Strong customer service orientation and associated skills.

  • A demonstrated proficiency in Microsoft Windows/Office.

KEY DUTIES AND RESPONSIBILITIES 

Essential duties and responsibilities include the following. Other duties may be assigned. 

  • Manages project management support staff.

  • Oversees business process improvements and information management for transition from outdated paper-based or other ‘legacy’ data systems to electronic systems for tracking regulated entities and their products.

  • Ensures uniform regulatory compliance processes and procedures in accordance with healthcare data regulations, incorporating HL7 and other related interoperability methodology expertise.

  • Oversees implementation of user requirements within deliverables.

  • Ensures the highest quality services in the conduct and delivery of the Primary Project Objectives as defined in the contract Statement of Work.

  • Acts as the official point of contact and liaison between contractor staff and the Government Project Officer, Contracting Officer, and Contracting Officer’s Technical Representative.

  • Advises all levels of center/office management and technical personnel regarding design and feasibility of technical integration, data extraction and streamlining of business processes.

  • Understands and uses industry best practices, project management tools and methodologies.

  • Adheres to industry standards in IT, software/database development methodologies.

  • Protects federal government agency data sources in accordance with healthcare information regulations.

  • Creates and maintains standard operating procedures for business process management and project management within the project.

  • Defines efficient enterprise-wide business intelligence (BI)/Extract, Transform, and Load (ETL) and data extract processes and procedures.

  • Develops and implements an integration plan for consolidating multiple data sources and verifying and validating data quality.

  • Develops the logic of information systems reviews and analyze specifications, make recommendations regarding the desirability and feasibility of performing functions in a particular manner and assist in correcting or resolving program difficulties and operational limitations.

  • As source integration progresses, utilizes new technology, such as business intelligence tools, new database technology platforms, etc.

  • Possesses detailed knowledge of Federal IT regulations/guidelines and support technology and tools.

  • Documents and communicates the status of data source consolidation and new process/technology implementation progress against plans and take corrective action as necessary.

EDUCATION/EXPERIENCE 

Bachelor’s degree in a related field of study with four to seven (4-7) years of relevant Project Management experience or have equivalent combination of education / experience. Previous experience working at FDA or HHS strongly preferred.

PHYSICAL DEMANDS 

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $120K to $135K, with the final offer contingent on location, skillset, and experience.
