The Business Analyst will manage the implementation, support, and migration of a critical nation-wide mailroom COTS application for the FDA.

ESSENTIAL REQUIREMENTS
Must be able to obtain a Public Trust Clearance.
CAPM certification or other Business Analysis certification, preferred.
PMP certification a plus, but not required.
Strong writing skills with the ability to capture meeting minutes, risks and action items.
Outstanding communication skills to include, the ability to express technical and business/functional requirements with high level of competency both orally and in writing, listens attentively and reinforces key concepts in summary and actively engages in discussions with the customer.
Critical thinking ability with strong organization, analytical and problem-solving skills.
Experience providing Tier 1 support - preferably with Pitney Bowes equipment.
Experience with Security or the Authority to Operate (ATO) process.
Familiarity with the EPLC process.
Experience conducting client facing demos, trainings, and presentations.
Experience delivering quality requirements documents and other key artifacts as an individual contributor.
Attention to detail – Critical Skill.
Self-starter and a team player who can come up to speed and adapt quickly with minimal supervision.
Experience with Microsoft Power Apps (e.g., Planner, Lists, Forms, Power BI).
Proficiency with MS Word, PowerPoint, Project, Outlook, Visio, Excel and SharePoint.
Experience with project management best practices (e.g., defined project lifecycle and milestones, clear requirements and scope, corrective action decisions, issue management and escalation, etc.)
Knowledge and understanding of software engineering best practice concepts (e.g., environment migration and provisioning, relational databases, cloud computing, testing methodology, agile development).
Previous FDA experience preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
Must be able to regularly commute to White Oak Maryland, as needed.
Must be able to, rarely, commute within the Washington DC metro area, as needed.
Documents, coordinates, tracks, follows-up, and trouble-shoots technical issues with client users.
Prepares requirement documentation, and the creation of user, admin and implementation documentation and training materials.
Creates, updates, and reviews system and project documentation for the entire portfolio, as needed.
Follows-up and follows-through on work products and activities.
High level of professionalism, diplomacy, and patience working with key stakeholders across the FDA.
Develops approaches to meet client needs/demands while staying within project budget guidelines.
EDUCATION / EXPERIENCE
Bachelor's degree from an accredited college or university within a business-related or technical-related field of study and a minimum of five (5) years of relevant experience required.
PHYSICAL DEMANDS
Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $106k to $120k, with the final offer contingent on location, skillset, and experience.
