This role supports Department of Defense (DoD) clients by leading and managing Capital Planning and Investment Control (CPIC) activities, while providing expert business analysis and project management oversight. Financial Planning Analyst II bridges financial consulting with project leadership, ensuring accurate forecasting, requirements gathering and development, strategic technology planning, technology life-cycle management, and rigorous fund tracking to optimize resource allocation and timely project execution. This role acts as a trusted advisor to senior leadership, driving investment strategy, implementing process improvements, and aligning financial management with program and project objectives.

ESSENTIAL REQUIREMENTS
The ability to obtain, maintain and access classified information at the Secret level.
Project management experience, with ability to integrate financial oversight into program and project lifecycles.
Exceptional leadership, communication, and stakeholder management skills.
Proficiency in Microsoft Excel, PowerPoint, SharePoint, PowerBI, and PowerAutomate.
Demonstrated knowledge of the DoD PPBE process is preferred.
General knowledge of network information technology, infrastructure, and cybersecurity is preferred.
Understanding of government contract structures and funding application is preferred.
Certification or training in project management (PMP, CAPM, or equivalent) is preferred.
KEY DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Conducts comprehensive financial and operational analyses to evaluate business performance and forecast short- and long-term financial outcomes.
Prepares and maintains financial models, forecasts, and variance analyses to identify trends, assess risks, and recommend actionable solutions.
Analyzes financial results across profit and loss, balance sheet, and cash flow statements to assess organizational health and efficiency.
Evaluates economic conditions, market trends, and risk factors to support investment decisions and capital allocation strategies.
Develops, monitors, and updates multi-year budgets and spend plans aligned with programmatic and strategic goals.
Leads the creation and oversight of detailed CPIC spend plans in collaboration with Operations & Maintenance (O&M) teams.
Tracks performance against budgeted goals, forecasts, and lifecycle cost estimates, identifying variances and recommending adjustments.
Manages the full CPIC lifecycle (pre-select, select, monitor/control, evaluate) and ensure timely submission of key deliverables.
Supports the DoD PPBE process through investment reviews, business case development, lifecycle cost analysis, and execution reviews.
Provides strategic financial insights to inform prioritization of requirements, investment opportunities, and long-term planning.
Prepares and presents financial reports, dashboards, and briefings for senior leadership and governance bodies.
Delivers executive-level summaries of fund status, risks, and key variances to support data-driven decision-making.
Assists with materials for executive and board-level presentations, ensuring clarity and strategic alignment.
Collects, manages, and analyzes large financial datasets while ensuring data accuracy and integrity.
Implements best practices and process improvements to streamline financial reporting, forecasting, and CPIC execution.
Utilizes automation and analytics tools to enhance efficiency and real-time visibility across financial operations.
Partners with project teams, program managers, and technical experts to align financial strategies with operational requirements and available funding.
Collaborates with finance and acquisition teams to track acquisition financial status and project execution.
Mentors junior analysts in financial analysis, reporting, and stakeholder engagement best practices.
EDUCATION AND EXPERIENCE
Bachelor's degree in Business, Finance, Economics, or a related field and a minimum of three to four (3-4) years of financial management experience, preferably within a DoD agency or supporting a DoD client

The estimated pay range for this role is $75K to $90K, with the final offer contingent on location, skillset, and experience.
